A company setup package is not the same thing as a complete operating plan. The UAE Government's mainland and free-zone guides start with the intended business activity and legal structure. That is a better starting point than a promised setup time or a bundled price. This checklist is general information checked 27 October 2026, not legal, immigration or tax advice. Confirm the requirements for the specific activity, emirate and authority before spending.
Define the activity and legal form
The official mainland guide says the activity is the basis for choosing the legal form and licence. Its standard process covers trade-name registration, initial approval, premises, relevant agreements, any additional approvals and payment of fees. Not every business follows an identical document list.
Write down what the company will actually sell, to whom and through which channels. Then ask the licensing authority to confirm the permitted activity and the approvals it requires. A consultancy, food business and regulated financial activity should not be assumed to share the same route.
Compare authorities, not slogans
The free-zone guide recommends selecting a sector and checking which zone supports it. It notes that not all free zones register every type of legal entity. Its sector examples also show that some businesses face oversight from authorities beyond the zone itself.
A sensible comparison should therefore include the legal entity, approved activities, premises and any sector regulator. Ask separately about permission to serve the intended customers and operate in the intended locations. Avoid treating either mainland or free-zone status as an automatic answer to every trading question.
Treat initial approval as a step, not a licence
The mainland guide expressly distinguishes initial approval from authority to run the activity. This matters when founders are deciding when to sign customer contracts, advertise or begin trading. Verify the actual licence and any outstanding conditions before assuming the business is ready to operate.
The same discipline applies to advertised processing times. A quick incorporation step does not establish when banking, premises, employee arrangements or sector approvals will be complete.
Plan operating requirements separately
The Government's running-a-business guide points to bank accounts, wages protection, health insurance and visas as operating topics. It says financing documents and procedures vary by bank and product. It does not establish a universal banking timeline, so this checklist makes no claim that banking is always the slowest step.
Ask the chosen bank for its current requirements. Obtain the relevant labour and immigration guidance for the planned workforce rather than assuming one visa quota or sponsorship route applies to every company.
Check tax status from official sources
The Ministry of Finance says free-zone juridical persons are within corporate tax's scope; qualifying free-zone persons may benefit from 0% on qualifying income when the conditions are met. A free-zone licence alone should not be read as a blanket tax exemption.
Keep accounting records from the outset and confirm registration, return and payment obligations with the Federal Tax Authority or an appropriately licensed adviser. The final setup decision should rest on the company's actual activity and obligations, not a general claim that one jurisdiction is cheapest or simplest.
