Build a Compliance Map Around the Business You Actually Run

A useful compliance register begins with activities, locations and responsible people, rather than a copied list of laws.

Start with activities, not a template

The UAE Government business-regulations page separates general commercial laws from sector-specific rules and points to different authorities for employment, finance, securities, health, safety and taxation. It also reminds businesses to consider the rules of the free zone in which they operate. The public overview is a route into the relevant material, not a personalised determination of obligations.

A company can use that structure to build a first map. Describe what the entity actually sells, how it delivers the service, where it operates and which customers it serves. A copied checklist can miss a new activity while retaining controls that belong to a different business.

Give each question a source and an owner

Create a register with columns for activity, authority, current source, internal owner, next review and unresolved question. Distinguish an obligation confirmed by an adviser or authority from an assumption still being checked. Do not turn an unanswered question into a green status simply because no deadline has been entered.

For a business operating through several entities, maintain the entity boundary. A licence, contract or registration associated with one company should not silently become evidence for another. The same discipline applies when comparing a mainland operation with a free-zone operation: check the relevant framework rather than assuming equivalence.

Connect the register to business changes

Choose practical review triggers such as entering a new market, launching a new product, changing the contracting entity or hiring staff in a new location. These are proposed management controls. Their purpose is to make a compliance question visible while a change is still being planned.

Bring the responsible operating team into the review. Finance may hold tax records while HR maintains employment processes and the product team knows how customer data is handled. A register becomes useful when those owners can explain what evidence exists and what decision remains open.

Record uncertainty without hiding it

Keep dated copies or links to the material relied upon and identify the exact question put to a qualified adviser. A short, specific question about a planned activity is easier to answer than a request to confirm that the entire business is compliant.

The official page is an orientation tool. It does not replace the underlying rules, the terms of a licence or advice on a particular situation. The goal of a compliance map is more modest and more useful: make scope, responsibility and open questions clear enough that the company can act on them.

Sources and scope

This is an editorial working method, not legal or tax advice. The UAE sources below supply the public-policy context; the suggested checklists are our analysis. Confirm current obligations for the specific entity and activity with the relevant authority or a qualified adviser.
