Define the buying decision
The UAE Ministry of Finance eInvoicing portal includes both accredited service-provider information and a document on considerations for choosing a provider. Start with that current official material. Accreditation status, the service being offered and the implementation requirements should be checked directly rather than inferred from a sales deck.
Once that foundation is clear, describe the business job the provider must perform. A company with several accounting systems has a different integration question from a small operation using one application. This article proposes a comparison method; it does not recommend a named provider or certify eligibility.
Use the same test for each candidate
Prepare a small, anonymised set of realistic test cases. Include an ordinary invoice, a missing field, a correction and a credit note. Give each candidate the same written success criteria, so the comparison does not reward the most polished demonstration rather than the most suitable service.
Ask staff who handle invoicing to watch the test. Record the steps they would actually take when something fails, including how they find the affected record and contact support. Do not expose live customer or financial information just to make a sales demonstration appear realistic.
Price the whole relationship
Request a written description of setup, integration, usage, support and change costs. Ask what happens when volume rises or another entity is added. These are commercial questions to resolve in the contract, not assertions that every provider uses those charges.
Include the cost of leaving. Establish what records can be exported, in which format, on what timetable and with what assistance. A service can be attractive at launch while creating difficult dependencies later. The comparison should show those dependencies before a selection is made.
Keep the decision record short
Summarise the result on one page: official-status check, test outcome, unresolved risk, contract question, cost assumptions and accountable owner. Treat a conditional promise as conditional until the corresponding test or contract language is complete.
The Ministry describes structured data exchange and reporting as central to eInvoicing. That makes operational reliability a sensible focus for procurement. A good selection record explains why the service fits the company, what was actually tested and which responsibilities remain with the business after the supplier is appointed.
Sources and scope
